I got a 28 on ACT and I have a 3.5 to 3.6 GPA. Trying to find a college with a good campus, good academics, and hopefully still warm.. Looking for colleges that are looking for 26-28+ for ACT scores too I think, or lower if it is a good school. Money is an issue so it cannot be to expensive

Try University of Illinois and University of Wisconsin-Madison for state schools. They’ll be cheaper than many private schools, even if you’re out of state.
My friends that attend these two schools love the campus life and the challenging academics.
I go to the University of Utah, and it’s a good school for health careers (it has the only medical school in Utah) and has a nice campus over looking Salt Lake. It’s cold in the winter, but it is cheap. Lots of out of state people come here because they say it is cheaper than paying instate for them! I had a 28 on the ACT and a 3.9 GPA and got a full scholarship.
