Was It Possible For A Family From Russia To Immigrate To The Us During The 1980s?

I want to write a short story about a family (2 parents and 1 child) who are Russian and live in Russia, and immigrate to America from Russia. The story is set in the mid-late 1980s.
Would it be possible for a family to do this, and if so, how? Would they have to do it illegally?
Any answers appreciated, the more info the better.

    Yes, it was possible to do it legally, but it was not always easy. The Soviet government even favored some ethnic groups, such as Jews, leaving the country.
